# Anaheim and Santa Ana: thirty-year research audit

Updated October 15, 2026. Requested window: October 15, 1996–October 15, 2026, inclusive. This release is an expanded, source-linked research collection, **not everything that happened in those thirty years**. No year is certified complete. Source availability limits both identities and later court outcomes.

Added 53 named victims. The two directories now contain 107 named victim records, of which 102 fall within the requested window. Seven additional reports are tracked separately pending victim-identity reconciliation and duplicate checks. Historical records outside the window remain on the city pages. The full site has 596 victim records across the existing 23 location directories.

## Deliverables

- `california/anaheim/` and `california/santa-ana/`: searchable sourced cards, unique metadata, structured data, annual coverage tables and separate unnamed-report sections.
- `data/orange-county-30year-cases.csv` and `.json`: combined named records within the exact window.
- `data/anaheim-coverage.csv` and `data/santa-ana-coverage.csv`: every year touched by the window, including explicit empty research years.
- `data/orange-county-unnamed-reports.csv` and `.json`: seven reports excluded from named totals until identity matching is completed.
- `records-requests/`: ready-to-edit police records-request drafts; not submitted.

## What the counts do and do not mean

One record represents one victim, not necessarily one incident. Survivors and suspected perpetrator suicides are excluded. A report's arrest date or courthouse dateline is not the incident date or location. Discovery dates and approximate dates are labeled. Source review does not certify the latest court status. Dates within the window are the recorded incident/discovery date basis, not uniformly date of death.

The archive includes reported murder prosecutions, other criminal homicides and some cases resolved as voluntary manslaughter. DUI-related murder cases are explicitly labeled. These definitions are not necessarily identical to a police annual statistical series; reconcile classification and date basis before measuring coverage. Unnamed reports are not invented identities, and a zero on the annual table is not an official zero.

## Official evidence of incomplete coverage

Santa Ana Police Department's 2007 Annual Report, printed page 13 (PDF page 7), lists 21 homicides for 2006 and 29 for 2007. These figures are an illustration of the remaining work, not a thirty-year total or a claim that all figures can be directly subtracted from this directory.

## Reconciliation required to finish

1. Obtain each police department's existing homicide incident/victim index for the window, including unnamed victims and cases without public press releases. Request annual counts and data definitions alongside the index.
2. Match identifiers, incident dates, death dates, city jurisdiction and number of victims. Keep a log for cases transferred to another agency or later reclassified. Separate a change in legal disposition from a change in whether the victim died by homicide.
3. Research every unmatched entry using police releases, prosecutor records, court decisions and archival reporting. Where a name is withheld, retain an agency case identifier without inventing a name.
4. Reconcile annually, including the partial 1996 and 2026 boundary years. Until that is done, retain the incomplete-coverage notice and do not market this as a complete homicide database.

Searches in this pass found additional primary and local reporting across the period; they are not an exhaustive search of every newspaper issue, court docket, police archive or year. Several archived pages intermittently failed to load. Santa Ana's current statistics page returned an access error in this research session. Public records may also contain withheld or redacted information; the request drafts ask for releasable indexes and separable fields.

## Editorial corrections and choices

- The Gordon/Cano victims are assigned to Anaheim using the prosecutor's killing-location account, not three victims' Santa Ana abduction locations. Estepp uses March 13 from the 2017 sentencing account; March 14 is the body-discovery date. Her age follows that source; the later 2022 introduction uses a differing age.
- Steven Christian Lucero and Jillian Alise Jones have the June 2026 voluntary-manslaughter outcome, not an unsupported murder-conviction label.
- Roberto Rubio was a passenger according to the reproduced prosecutor narrative, despite the publisher's pedestrian headline.
- Yacshicka W. retains the official source's surname initial and age 24; secondary reporting has a conflicting age.
- Trinh hospital victims follow the California Supreme Court opinion's name spellings. The death judgment is described as affirmed in 2014, not as current custody or an execution.
- Bustamante's later charging report distinguishes October 21 killing from October 22 discovery.
- All existing Arizona pages, data and shared CSS/JavaScript are retained.
